[ts-7000] Webcam server

Does anyone know of a small, light webcam server?

I need something that will present a jpeg image from a webcam every
time the URL is refreshed, like many ipcams do.

I found http://www.litech.org/spook/ but it's three years old...

spcacat won't work as I need something that sends via http (and works
with motion on the client end)....
