[ts-7000] TS7400:telnetd failing

I have loaded the 2.6.21ts kernel on the TS-7400. I have the kernel configured to use the Unix98 /dev/pts but when I try to do a telnet I get the error
Escape character is '^]'.
telnetd: getpty: No such file or directory
Any help is appreciated.
