I haven't tried this solution, but I am confident it will do what you want.
On the TS7250, the supplied DCHP client is udhcpc, part of busybox. When this
runs, it
invokes a script, by default located at /etc/udhcpc/default.script. This
script is called with
a parameter which is the event that has happened and some environment variables
set.
The values for the parameter include leasefail, renew, bound, nak and deconfig.
There
may be others.
If you modify this script to set a default address on the leasefail or nak
event, you're up
and running.
Assuming you have or can get udhcpc for the TS7800.
