[ts-7000] Functions for Peeking and Poking Memory and I/O

I have been working on code that needs to access some of the I/O devices, so I needed some functions which can read and write arbitrary memory locations and I/O ports. I took the command-line peekpoke program from TS and converted it into a series of functions. So, if anyone would like to use them, here they are. Note: This version has some printf()'s in it left over from testing; feel free to delete them.
