Not sure if debian uses it, but maybe check the file /etc/securetty;
it has one line for each device that root is allowed to use to log
in. Either rename it temporarily, or add a line for the device you
want root to log in from (one line per device). On my fedora
system, my securetty file has console, vc/1 ... vc/10, and tty1 ...
tty11.
Or, since remote root access is generally unsafe, you could log in
as a user and then do "su -" right away.
