The keyword here is 'RFC2217', if I have understood what you are chasing 
after.

Well there is 'sredird' for Linux that puts a serial port over telnet which 
is half way there.

Someone took sredird a step further:

If this is a pure Linux<->Linux/*BSD[1] setup though you might want to look

[1] looks like NBD is available for the BSD's of this world but I cannot find 
        anything concrete
