For clarity,

The POWER_IN signal is of course going through a voltage divider network 
of 150k and 10 k resistors, so it's actually scaled by 1/16 th. Thus, if 
POWER_IN is within [ 4,20 ] Volts, the sampled voltage is 1 to 5/4 volts.
