[ts-7000] Re:FPGA programming questions

I don't remember the details but I found that I couldn't use my regular Quartus 
version to build the new FPGA config file. When I used the sample project with 
the freebie Quartus version everything worked. I have yet to figure out why I 
can't build with the full version. I did use the load_ts7300 command for the 
.rbf file.

I'd recommend building the sample from opencores and making sure you can upload 
that, then tweak it for your needs.
