Thank for the help..now I can use the ssh function to the 7200. when I use secure copy to the 7200. It show

scp test.c :/home/user/
password:
sh:scp: not found

Do you know what wrong with secure copy function

It looks like you haven't had an answer yet.

do this:

/usr/bin/dropbearke y -t rsa -f /etc/dropbear/ dropbear_ rsa_host_ key

And it should now work.
