Kernel space parts of kexec for arm was added to kernel 2.6.21, and 
had been running unofficially for quite a while before that.  I 
asked earlier about this, and Jesse Off replied:

I can understand not using kexec earlier, ie needing 2.4 support and 
not being in 2.6 yet, but maybe now it deserves another look?
