[ts-7000] Modified PWC driver for reduced latency

Hi;

I've modified the PWC web camera driver so that it works better for 
single frame
capturing (e.g. robotics) by reducing latency, and simplifying the
buffer management so it runs faster on small cpu's (like the ARM-9). I
also added an ioctl method to allow one to sync to the camera's frame rate.

I've only tested it with the Philips 900NC, but nothing I changed should
affect any other cameras managed by this driver.

I have submitted these changes to the PWC maintainers, but haven't heard
back from them yet.
