I rechecked the NFS HOWTO and it mentions hosts.allow, hosts.deny,
etc. but never a thing about /etc/hosts. The document even goes as far
as saying "if you can telnet, ftp, etc. then your networking is good".
I took that to mean I only had to make changes on configuration files
for NFS only.
So, the fix is that my NFS server needs the IP address of the TS-7300
board listed in the /etc/hosts file even though the TS-7300 is a
client ;). Someday that may make sense.
