[ts-7000] TS7250 - Help with access PHY registers for NIC

Hello all,

My customer is about to launch 400+ of these and of course at last 
minute informed us to change the NIC settings.  

I am trying to access the PHY registers to disable auto-negotiate on 
the NIC.  I have done a little digging and have come acorss the 
documentation for the PHY register and found that the registers I need 
to change are 0.13, 0.12, and 0.8.  

I honestly just have no where to begin.  In the past on other ARM 
devices I have had no problem just cross-compiling Ethtool and using 
that.  

Anyone have to do this yet?  Anyone with any help how where to even 
begin?
