Hi

I developed several CGI  scripts in language C for Apache.
All work correctly. But when I want to use the open or fopen functions I have this error message:

    error :  13 - Permission denied

I have to check my Apache configuration file : httpd.conf, I think the error comes from there but
I don't find where.

Same things happend when I want to use the function system (by exmple system ("shutdown - H now") )

Do you have any idea ?

I'd assume that your problem is because you're trying to access a file that the user Apache is running as.  My default install here runs as www-data, www-data also won't be able to run a program like shutdown, thats reserved for root.
