It might help if you could clarify what you are trying to do. ctime just 
converts a numeric value in to an human readable version of the time/date.

If you need to do something once per second, you could just call time() until 
you get a different value, or use a timer to set a flag letting you know when 
one second is up, or use select as someone else suggested.
