These guys are very active with video4linux, so I would expect good
linux support:

They have hardware mpeg2/4 encoders, which is what you would need.
I've never done the bandwidth calculations for mpeg2/4, though.
I've never bought their products - too busy on other things - so if
you do use them, please post your experiences.
