There's a VGA PC104 board and the TS7300 has VGA on board.  I would
guess that it wouldn't be too difficult for TS to build a
daughterboard to split off component video.

OTOH if by HD you mean HDTV resolutions like 1080p, I don't see that
happening with an ARM chip.  The absolute minimum CPU + video card is
something like an nVidia FX5200 with an 3000+ Athlon and a good
motherboard, and even that is a stretch.

I'd love to be proven wrong; I have use for a rugged outdoor HD
capable touch terminal.  I just don't see it without custom decoding
and video hardware.
