4. most electrical supply houses have boxes like this.
3.  APC has a IP based power stript that has can cycle power on a
per plug basis over the network.
5. do the web interface on the PC with _javascript_  and poll the TS for data.
we also use the poll/receive data for the watch dog since each side expects to
see data from the other several times each minute.

Well this isn't a done answer but I can think of some "you could do it
this way" answers...

1) Dallas 1-wire bus temp sensors, use a serial-to-1-wire or bit-bang
the 1-wire bus with a GPIO
2) Use i2c port expanders, this I've done and have a board layout done
for a Maxim i2c chip.
3) Use the i2c port expander to drive a relay that is on the power line
for the computer, again part of the board I had the enginer at work put
together (the relay drive that is)
4) I can't remmeber the name of the manufacturer but we found these
really nice fiberglass enclosures that are waterproof, I'll try to
remember to grab the name when I get to work tomorow.
5) That part, you're on your own :) I'd guess build a CGI in C to do
the control.
