Replying to my own post...

I downloaded the tzdata_2007b.orig.tar.gz from:

  http://packages.debian.org/unstable/libs/tzdata

I then extracted the northamerica file from the package (Using Filzip 
on my windows PC)

I then transfered that file to the TS-7300 and executed the following 
command at the linux command line:

 zic northamerica

I then reselected the timezone with:

 tzconfig

When I rebooted everything was updated.

Hope this is of help to other group members.
