If you use one of the 3.3V MAX232 devices from MAXIM, ST, or similar
you can connect directly to the 3.3V level signals. You need to power
the MAX232 from 3.3V if you don't want the TS-7400 inputs to see a
higher (5V) voltage.
I've used the Maxim MAX3232E type devices in the past.
