I'm a little curious why you want to do this with a CPU?  That is the kind of
classic stuff that a 555 timer is for.  Here is a little kit which costs $8.50
that will do what you want.  If you want a computer to be able to turn the
stream of pulses on and off, then use the 555 kit run through a relay and let
the computer turn the relay on and off.
