Not sure what you mean by "Debian kernel", but you're correct in 
that the only way to decrease tick period is with a recompile.  "HZ" 
is a CPP #define used all over the Linux kernel-- there is no 
infrastructure to change it at runtime.  You should probably 
recompile kernel modules also if you change it.
