I had the same problem as you on a Ts7260, with busybox 1.2.1, so
disabled the busybox Halt implementation. I had to use the original
halt executable, (or also copied the one from debian 3.1 sarge..) I
understood that shutdown still has to call halt to reboot the board
anyway?
I can post my busybox 1.2.1 .config file if that is usefull..
