I would echo Jim's comments.

See the patch to -ts8 we posted about a year ago.  This has a cpufreq driver 
with some predefined frequencies in it.  I gather from another post to this 
list that this won't apply cleanly to ts11, so you may have to make some 
handrolic adjustments; or try applying just the cpufreq part.
