Maybe you need to use threads. You could have one thread reading the "instantaneous data", and another thread in a loop sleeping and doing the downloads. You could use semaphores for synchronization if needed.

You can also use processes with shared memory and semaphores.

If you want help using posix threads and semaphores, let me know.
