[ts-7000] apache configuration

I have a ts7250. It's still pretty much in its factory configuration.
 It looks like apache is configured to serve a simple web page, but
whenever I try, I get
"Forbidden
You don't have permission to access /index.html on this server."

>From /www/apache/conf/httpd.conf:

<Directory "/www/apache/htdocs">
    Options Indexes FollowSymLinks MultiViews
    AllowOverride None
    Order allow,deny
    Allow from all
</Directory>

Isn't this the approprite section, and doesn't it allow all access?

What am I overlooking?
