Hi Michael,
I'll leave the DIO interrupts to someone else (ie someone who knows
what they're talking about)...

The eight (as configured as standard) serial ports on the TS-7300 are
generated by the Altera FPGA. Technologic Systems developed a custom
'soft' UART for this device, and although I can't say for certain I
would doubt that it would support 31.25kbps by default. However, due
to the uart being basically a software device there is no reason a
small modification can't be made to the clock source for the serial
block to make it produce a perfectly good 31.25kps.
I would contact Technologic Systems and speak to Jesse Off to see what
is needed to get that particular baud rate. At the moment there is no
information on the baud rates for the FPGA serial ports in the manual.
Hope this helps,
Peter
