They are different things. Roughly speaking, the ethernet controller on the chip pulls packets from the system RAM and sends them to the Micrel PHY (the external ethernet "controller"), while the PHY converts those packets to bits to put on the wire. (And vice versa.) so is it that the on board controller works on the DATA LINK LAYER and the ETHERNET phy michrel works on PHYSICAL LAYER. (phy for PHYSICAL?)
