[ts-7000] SSP seems not to turn on

I've read back through the logs, and accessed the files to try to get
information.  Unfortunately, on our TS7200 board it seems the SSP has
been disabled.  
I'm hoping that there's something simple that I've overlooked, so
don't hold back thinking "he must have tried that already."  Let me
list the things I have tried.
I've tried enabling the SSP using the algorithm in the EP9301
documentation.  That's enabling the SSP, changing settings, disabling,
and re-enabling.
I've tried turning all of the pins in port F, 0x8084_0034 to outputs,
and changing their values in ...0030, this only changes the LED
states.  Also different combinations, such as 0x01, 0x02, and 0x04 as
I've seen in different pieces of code on this site.  The documentation
doesn't seem to tell what the rest of that register is besides bit 0.
I've tried rebooting the board, both with the command line and the
reset button.
