Start with a crosstool chain.  Copy the libs to /newarmroot/lib.  
  
Then, using the toolchain, build the kernel and busybox.   
Copy/install to appropriate places in /newarmroot/  
  
Write init scripts (if you're using busybox, read the docs for  
init.)  
  
Now install your software.  
  
Use ldd to find which libs you need for each app (I wish there was a  
arm-linux-ldd!) There is a way to do it with ld-linux.so that 
escapes me at the moment....
