If you read 16-bits at 0x22000000 physical and AND with 0x3, a TS-7200
will be 0x0, and a TS-7250 will be 0x1.

Each daughterboard has its own way of showing its presence.  Some of
them have magic I/O addresses that will always return some static
magic data. PC/104 is not a bus that can be enumerated like PCI, USB,
and PCMCIA/Cardbus can.  Actually, PC/104 is just bolted-down ISA with
a ruggedized, stackable connector.  ISA is very simple and there is no
standard way to enumerate devices (unless you count the ISApnp
semi-standard) which is what makes it such an easy bus to build cards
for.
