This might be possible, though I'd need to research a little more on
PAL/NTSC signal ranges.  There are 3 5-bit DACs on the TS-7KV board
itself and IIRC, composite video analog levels are the same as the
red, blue and green gun analog signals in VGA.  Conceivably one could
use the DACs to output a composite or S-Video signal.  I'm not sure
how many bits of resolution you need on the DAC to get a good picture,
but I have a feeling 5 may not be enough since sync + luminance +
chrominance all share the same line.  Also, one would likely need a
different crystal oscillator to get the required frequency for
composite/S-video out, but those are easily changed on the TS-7KV.

It can definitely be done using an adapter board, or one of those $70
consumer-level VGA-TV converters.  Do you need color PAL/NTSC or just
black and white?
