It's an image from a 256MB partition with an ext2 filesystem. (compressed with 
bzip2 - of course). You can use dd to copy the image to a partition on a CF.

PS: when you are not sure what kind of file you have in hands, "file" is your
friend:
$ file <unknown_file>
