As far as I can see the difference between the 7250 and the 7200 lies
in the lack of CF card on the 7250 vs the lack of a larger built in
serial Flash drive on the 7200. With regard to USB they're both the
same - just the fact that you must use a USB flash drive to hold the
development system on the 7250, whereas the 7200 can have the dev
system on a CF card as well as USB. The 7250 can also have a built in
RTC whereas the 7200 needs a separate PC/104 card for the RTC.

As far as the kernal/NetBSD/etc go they would be almost identical,
maybe a couple of driver changes for the built in flash/RTC.
