You webcam is type 720 and this is the kiara model. Try to open pwc-kiara.c
and look the resolution you can put. When you have only a 0, this is not
supported. CIF is not supported but the best resolution at 30fps is SIF.

No, the quality will be quality of the video  I known that the
windows driver can enhance the snapshot function. The driver doesn't decode
the frame return by the webcam when a snapshot is asked.
