Since I'm interested in bird song I don't need to record in the rain
(too much noise with the raindrops hitting vegetation anyway) but it
protects the mic from the water.
Wind resistance is one reason I started to use it. Wrapping the
built-in mics of a M-10 in the plastic wrap reduces wind noise very well
in dry but windy weather. In rigid hemisphere with mic surrounded with
open-cell foam, and the exterior of the foam wrapped in the plastic wrap
works very well in the wind.
I do not place it so that the open end of the hemisphere will be hit
with rain directly. In very high gusty winds the vegetation will
produce too much noise for recording in any case. Traffic and airplane
noise is my main enemy.
