So far as the microphones themselves are concerned, one very good option would be to used the Knowles WP-3502 capsules, which are miniature hearing aid capsules. They are specified as being able to withstand immersion in 3 m. of water. They don't have the lowest noise, but then I don't think that will matter in your application.
