Hi John--
Roads produce a variety of sound types so no single technique applies
to all. Consistent "pitches" in the lower mid-range (125 Hz to
1300Hz) can often be addressed with either noise reduction or
parametric EQ.  The later is usually just as effective and its easier
to perform and understand what you are doing. That is where I suggest
you start.

If you want to experiment with some options and become more familiar
with some techniques, you can email me a clip of your original field
recording  (make sure it includes at least one brief section with
just "noise"-- not the desired "signal") and I'll post suggestions
with samples you can try with your software on a blog I set-up for
this.  Rob D.
