Yup. Does his ME66 have the K6 or K6P module (ie is there somewhere to
put the battery). If there is space for a battery then something like this

http://www.soundprofessionals.com/cgi-bin/gold/item/SP-PREAMP-10

would be okay. If there isn't space for a battery then he needs 48V
phantom power and enters a whole new world of cost and pain to
interface with a cheap line-in MD. Either way, a preamp isn't the sort
of thing an electrician would knock up. An electronics enthusiast can
do a good job with a 9V battery and a NE5534. You want about 20-40dB
gain to drive a MD line in - a NH700 wants about -13dBu to drive it to
full scale on line in at max sensitivity whereas it needs only -66dBu
on mic in to go to full scale at max sens.

Assuming he has the battery powered K6 module, for less than the cost
of the preamp he could consider junking the NetMD which isn't really
suited to this app and looking on ebay for a used HiMD recorder with
mic input. Fewer boxes to worry about, fewer batteries to run down and
the HiMD series have a low enough noise floor to work well with the
ME66, and uncompressed recording capability to boot. I bought a spare
used NH700 on ebay for about $60, which beats the cost of the preamp,
and will have more gain and perform slightly better at low levels than
the SP preamp (ein -105dBu as opposed to the NH700 10dB better at
about -115dBu).
