The free windows MP3 player Winamp can do this; you can change its output
to write to disk instead of to the speakers. It outputs a standard .WAV
file.

In the current version (available for d/l from winamp.com), Options...
Preferences... (shortcut: ctrl-P) brings up an indented list of options.
Under Plug-ins... Output...  select Nullsoft Disk Writer (instead of
WaveOut or DirectSound output).

I believe it writes to the same directory it's reading from, an
automatically makes the filename of foo.mp3 into foo.wav...
