Hi Denise
That's very interesting. They are certainly not unknown in the ACT and are described in Bird Info on the Canberra Birds website as a non-breeding vagrant. My guess is that they turn up in the ACT mainly when it is dry further inland, though others may like to give their views on that.
A quick look at eBird shows the last confirmed record was at Jerra Wetlands in 2017 (Milburn and Smith) with reports from a smattering of other locations in the north and west of the ACT every few years before that: Jaramalee, West Belconnen Pond, Higgins, MacGregor.
