I suggest it is from a chicken. I can't think of any native bird with the
plumage pattern to match, chickens can have many different plumage patterns,
including this and well, the foot looks like a chicken's foot and being in
the suburbs it is likely. Always start with the most likely. It is not a
swimming water bird or a raptor.

My son just sent me this photo of a foot and some feathers he found in his
