Ear phones head pattern certainly looks good for WWBT as does upperwing pattern. Likely an immature bird

There was a report a few days ago of a possible one being seen at the treatment plant. Late today I received a message of a Tern seen there and went for a look. I am no expert on these but I think my poor photo confirms it?
