That is a hard one. I think it is a right secondary. The barring (and the way it slopes sort of backwards) suggests a female Koel. But looking at the HANZAB pictures I don’t think so. I don’t see that they have feathers in which the inner and outer vanes are so different. Also it is very broad, not like koel feathers I have seen many photos of. My strong guess based on the colour and pattern is from a Brown Falcon. Not certain though. Not an overly likely species in the suburbs. I think to be sure would need to compare with known specimens. The Brown Falcon is quite variable.
