This was answered more than a month ago. It is a juvenile Kelp Gull. I believe this species has increased substantially in its status in (some parts of) Australia over decades. For example when I was young and went to Phillip Island many times a year (our family had a house there), they were rarely if ever seen. In recent visits I found them to be prominent.

I have not seen a kelp gull so, from my experience, I would have guessed a juvenile pacific gull.

Bill prob less chunky than that of Pacific.  More likely Kelp Gull I reckon  They are relatively common around the Illawarra.
