Yes it is certainly a Little Eagle (dark morph). We don’t have a “Brown Kite”.
Tail shape and other features preclude Black Kite.

This was taken very high above the trees at the back of the ANBG.
It has the colourings of a young Brown Kite but I thought not the tail shape.
