A few years ago we were coming home from the city very late at night and there were birds circling parliament house in the bright lights.  We drove in to look.
Immediately we were confronted with the security team wanting to know what we were doing there, so we told them.
They said the seagulls are always there chasing insects in the bright light.   Interesting

Alerted by my son-in-law, I've just been to Parliament House to have a look at the extraordinary sight of dozens of Silver Gulls nesting in ground cover grevilleas in the slightly raised beds in the ornamental pool on the forecourt.  The House is currently closed, so not too many tourists around, and there is 1-hr free parking along the one-way road leading from the back of Old PH to new PH. The birds have been laying for a few days, and the cleaners are being kept busy cleaning the walkways around the pool of bird poo. The gulls are taking to the air if you get close, but I was able to photograph a nest with eggs.  eBird list https://ebird.org/australia/checklist/S72862194  (visible in an hour or so) has a number of photos.
