 Many thanks for all the thoughtful and useful replies to my email.  It appears the question of a dog on a leash is variable across Canberra, and that where off leash is allowable, restraint is suggested (such as on Narrabundah Hill).

 

I have today written respectfully to ACT Environment Protection as I believe some action should be taken to protect the environment, especially at this nesting time of the year, and that walkers should be able to walk safely.
