Looks very much like the “external” hive of standard honeybees that a friend in Bright had in one of her trees. Hard to be sure without a more detailed view or confirmation of inhabitants. Absence of any insects suggests the hive has died out, so should be safe to inspect closely!

Above the bush in a deciduous tree is a honeycomb structure hanging from a branch.  No insect presence that I could see.  Photo attached.  ID?
