I am sure owls would be taken as they do eat rodents that potentially have taken baits. The most likely candidates around the local region would be Barn Owls and Southern Boobooks. The last time I found a hawk dead or injured on the road was about 8 years
ago - a Spotted Harrier near Temora so I wouldn't expect too many hawks to be picked up.
